Methodology & caveats

Community 911 "suspicious person" calls whose notes mention drug/dealer/sales/meth language, excluding on-view (officer-initiated) stops, within 100 meters of the 16th or 24th Street BART plazas (roughly 15th to 17th St, Capp to Julian). This tracks citizen perception and is robust to changes in enforcement levels, unlike arrest counts. Down = good.
